CHRONOLOGY OF EVENTS
Summer/Fall 2004 Delta Borough & Peach Bottom Township apply for Hometown Streets/Safe Routes to Schools (HS/SR) Funding as an outcome of the Delta-Peach Bottom Region Comprehensive Plan. Governor Rendell commits $997,000 of HS/SR Funding to Delta Borough
Winter 2004/2005 The Board of York County Commissioners provides a $15,000 Planning Grant to Delta-Peach Bottom for an initial planning study of the Main Street Streetscape Project, part of the purpose of this planning study is to confirm the extent to which the $997,000 can be applied to Main Street improvements
January 2005 Delta Borough retains ELA Group, Inc. (Lititz, PA) to prepare initial plans for the Main Street Streetscape Project
April 2005 ELA Group conducts first Public Meeting to gain input into the Conceptual Design of the streetscape, including the conduct of a survey of those in attendance (approximately 60 persons attend)
Spring/Summer 2005 ELA Group meets with Borough Council on several occasions to refine the streetscape design, review cost estimates, and develop an implementation strategy. Streetscape Plan presented to the York County Planning Commission (YCPC) and the Technical Advisory Committee of the Metropolitan Planning Organization (MPO), including a detailed presentation on the construction that will utilize HS/SR and other funding sources to complete Phase 1 of the Streetscape Project
Mid-Summer 2005 The YCPC and MPO recommend to the PA Department of Transportation (PennDOT) the full funding of the $997,000, previously committed by Governor Rendell, to be applied toward Phase 1 construction; PennDOT concurs and sets aside the funding for Delta’s use
Fall 2005 ELA Group assists the Borough in applying for additional HS/SR Funding for Phase 2A
Fall ‘05/Winter 2006 Delta Borough secures commercial funding for non-HS/SR reimbursable expenses, clearing the way for the project’s detailed design to begin. Delta Borough representatives meet with the YCPC and MPO to present the Phase 2A HS/SR Funding application; the YCPC and MPO recommend to PennDOT that Phase 2A be fully funded
Winter/Spring 2006 Delta Borough conducts second survey of Borough residents (approximately 100 completed surveys are returned). ELA Group conducts second Public Meeting to review the Streetscape Plan. (approximately 50 persons attend)
Spring 2006 The Borough’s Engineer (James R. Holley & Associates) begins survey work upon which ELA Group will begin detailed design. Delta Borough applies for Intergovernmental Grant Funds to be applied to softcost for Phase 3 of Streetscape plan covering Main from Broad to the Delta Peach Bottom Elementary School. The Board of York County Commissioners awards $10,000.
Summer 2006 Streetscape Committee of residents is formed to refine specific details of Streetscape Plan.
Winter 2006 Delta Borough hires ELA Group, Inc. as the Landscape Architects for the Streetscape
January 2007 Delta Borough hires TRG, Inc. as the Streetscape Project manager.
